What this programme is

Entrepreneurship and Management is Riga Technical University’s English-taught two-year, 120-ECTS master’s in Riga, run by its Faculty of Engineering Economics and Management and awarding an MSc (Master Degree of Social Science in Management).¹ It is the first Latvian programme in this catalogue and the third from the Baltics, after TalTech in Tallinn and ISM in Vilnius — so the job of this page is not to rank it, because it appears in no Financial Times or QS management table, but to say exactly what it costs, what it asks of you, and what nobody has published about it.

RTU is a large technical university rather than a business school: “the oldest technical university in the Baltics”, “more than 160 years” old, with “over 13,000 students from over 100 countries” across campuses in Riga, Liepāja and Rēzekne.⁵ It claims no AACSB, EQUIS or AMBA accreditation anywhere on its own institution page, and this degree’s only stated accreditation is the Latvian state one — “26.05.2021 - 27.05.2027; Accreditation certificate No 2022/35”.¹ ⁵ Read it as a public university’s management master’s at a public university’s price, not as a branded MiM.

The unusual thing about this page: we could not read the school’s website

RTU’s public site, www.rtu.lv, returns HTTP 403 with a Cloudflare “Just a moment…” challenge — to a browser-UA curl and to an automated fetch alike, on the apex, on /en, on the international-students page, and on the exact programme URL the university’s own portal links to.⁵ It joins the small family of school sites this catalogue has recorded as unreachable rather than absent.

So every fact here comes from apply.rtu.lv, RTU’s own admission portal. That is still the school’s own domain and its own words, and for this particular kind of page it is arguably the better source: a portal publishes tuition, duration, credits, the degree title and the entry requirements as fields rather than as prose, which is harder to hedge and easier to date. What it does not publish is everything an admissions brochure would — there is no course list, no module structure, no faculty, no class size and no outcome data on the listing, and the page that would carry them is behind the wall.¹ We would rather show you a short page that is entirely sourced than a long one that is half guessed, so what follows is deliberately narrow.

Three things that make this worth reading

1. One price, no passport premium — and the cheapest degree in this catalogue from the Baltics or Central and Eastern Europe

The listing prints “Tuition fee €3,700 per year” against “Nominal duration 2 (120 ECTS)” — EUR 7,400 for the whole degree, a total we derive from RTU’s own rate and RTU’s own duration, because the school publishes no total.¹

What makes it notable is not the size of the number but the absence of a second one. There is a single listing for this degree and a single price on it, with no EU/non-EU split. RTU is plainly capable of splitting when it intends to: its Bachelor of Business Administration runs as “(EU candidate countries /EEA applicants)” and “(non - EU/EEA applicants)” listings, and the Riga Business School MBA goes further still — *“Applications are NOT accepted from the following territories (based on citizenship): European Union, Türkiye.”*³ ⁵ This programme does neither. A student from Lagos, Delhi or Dhaka pays what a student from Vilnius pays.

Line that up against the rest of the catalogue and it sits below ISM Vilnius’s EUR 13,800–14,700, TalTech’s EUR 10,000, Ljubljana’s ~EUR 9,400, SGH Warsaw’s ~EUR 9,600 and Prague’s EUR 12,000 — the lowest total of any programme here from the Baltics or Central and Eastern Europe — and far below the French and British ends of what a MiM costs. It is not the cheapest thing on this site overall: the tuition-free German and Nordic publics, the Swiss and Dutch public fees and Ca’ Foscari all sit lower, and several of them are ranked. One caution before you treat EUR 7,400 as the number. RTU attaches no academic year to the rate anywhere on the listing, so this profile dates the figure to the day it was read rather than to a cycle.¹ And the fee is not the binding cost for a non-EU applicant — see below.

2. No GMAT, no work experience — and the school’s own catalogue proves the second half

There is no admissions test in the published requirements, and no experience minimum.¹ The second claim is the one worth pinning down, because “no work experience required” is usually an inference from silence. Here it is a contrast within one portal: RTU’s Professional MBA listing states “at least 2 years of professional work experience is required, as the program is designed for working professionals”, and this listing states no such condition.¹ ³ The school knows how to write the requirement and did not write it here.

What you are judged on instead is small and human: one reference, a motivation letter, and a self-recorded online interview — *“They may record it at a time of their choosing but no later than 7 days from the time of receiving an invitation.”*¹ Treat that as a video essay rather than a conversation: you control the take, and the clock starts at the invitation.

The real gate is the subject of your bachelor’s. RTU asks for “Bachelor of Social Science in Economics, Business Administration, or Comparable Education” — a business or economics degree, with “comparable” left to the admissions team.¹ That makes this less open than its Baltic neighbours to a career-changer: ISM admits a non-management bachelor’s with 18 ECTS of business coursework and TalTech with 36, while RTU publishes no bridging route at all on this listing. If you studied engineering rather than economics, note that the faculty’s other master’s — Industrial Engineering and Management, EUR 4,700 a year — asks for exactly the opposite prerequisite.²

The English bar is among the lowest in this catalogue: IELTS 5.5, TOEFL iBT 72, TOEIC 780, Cambridge B2 First or PTE 59, published university-wide rather than programme-by-programme.¹ ⁵ That is a full band under ISM’s 6.5, and it ties the lowest floor anywhere in our English-evidence comparison — a handful of profiles here also accept 5.5, and none accepts less. The waiver carries no country condition, but it is stricter than most in a different way — it asks that English was the language of instruction “for your entire previous education”, not merely for your last degree.¹

3. The tuition is not the number that decides whether you can go

For a non-EU applicant, the binding figure is the one on RTU’s own residence-permit guide: an “Original bank statement for proof of financial means (9400 EUR/year)” — more than a year’s tuition, held in your own name, “signed and stamped by a bank official”, with a validity of three months. If the account belongs to someone else, “double the amount of the required balance is required” plus a legalised affidavit.⁴

On top of that sits the state duty, priced by speed: EUR 160 for a 30-day decision, EUR 280 for ten working days, EUR 560 for five.⁴ And a document list that takes real time — a legalised police clearance certificate with a notarised English translation, an X-ray examination taken in Latvia, a signed rental agreement, health insurance and the study agreement. RTU’s Immigration Matters team runs a seminar and posts the package to the Office of Citizenship and Migration Affairs “within 7 working days”; the permit is then collected in person, and *“Renew it every year.”*⁴

One discrepancy, stated rather than resolved. The Latvian state’s own page for this permit still says the required subsistence is “620 euros per month” — EUR 7,440 a year, against RTU’s EUR 9,400 — and that page records itself as last *“Updated: 21.02.2023.”*⁶ Where a school’s current guide and a three-year-old state page disagree, budget for the larger figure and confirm with RTU before you move money. This is how we verify what goes on this site, and it is also why we print both numbers instead of picking one.

What this programme does not have

A published course list. Not on the portal, and the university page that would carry it is unreachable.¹ ⁵ This profile therefore says nothing about modules, specialisation tracks, thesis structure or faculty. RTU’s own summary of the degree — “a systemic understanding of entire organisations”, with graduates aimed at “Business Development Managers, Strategic Management Consultants, Corporate Researchers and Analysts, and Academic Researchers or PhD Candidates” — is quoted here as the school’s description, not as our finding.¹

Outcome data of any kind. No employment rate, no salary, no class size, no intake profile appears in any source we could read.¹ ⁵ Against the schools here that publish FT-audited salaries three years out, that is a real gap, and it means the case for RTU rests entirely on cost and access.

A ranking. RTU appears in no Financial Times or QS Masters in Management table, and this profile assigns it none rather than borrowing a university-wide league position that measures engineering research. Our rankings page explains what those tables do and do not carry.

A date you can apply against. On the day this page was written both listed intakes read “Application period has ended” — autumn 2026/27, which began 1 September 2026, and spring 2025/26, which began 26 January 2026 — and no 2027 window was posted.¹ So there is no RTU row on the deadline tracker and no indicative date here. What the two entries do tell you is the rhythm: RTU admits to this degree twice a year, in September and in late January, which very little else in this catalogue does.

Work rights and a post-study visa. Neither RTU’s guide nor the three state migration pages we read states a student work-hour cap or a job-search permit after graduation.⁴ ⁶ Estonia gives TalTech graduates nine months and Lithuania gives ISM graduates twelve; what Latvia gives, we could not establish from a primary source, so we state nothing. If that is load-bearing for you, ask RTU’s Immigration Matters team directly before you apply, and read post-study work visas in Europe for how much the answer varies.

Who this is actually for

Three readers. The budget-first applicant with a business or economics bachelor’s, for whom EUR 7,400 of tuition in an EU capital — at one price regardless of passport — changes what a two-year degree costs rather than trimming it. The applicant who needs a January start, because a second annual intake turns a missed deadline into a five-month wait instead of a year. And the applicant who values a low, clearly-published English bar and a file with no test in it: IELTS 5.5, one reference, a letter and a recorded interview.

It is not for the reader optimising for a brand, a consulting pipeline or a published salary — this school claims no business-school accreditation and publishes no outcomes, and no amount of low tuition substitutes for that. It is also not for a career-changer from outside business or economics, whose route ISM and TalTech publish and RTU does not. Start from the rankings and the shortlist builder if that is you, and treat this page as the floor of the European price range rather than the top of your list.
