Neither the GMAT nor the GRE is mandatory for admission to the University of Cologne's CEMS MIM. The WiSo Faculty strongly recommends submitting an admission-test score (GMAT, or the faculty's own GTEBS/TM-WISO test) because it strengthens an application in the points-based selection, but there is no minimum score and a strong academic record can carry an application without one.
